South Carolina Governor Nikki Haley opened the conference with an address to more than 1,000 thought leaders in healthcare and technology. She stated that sustaining an effective healthcare system in South Carolina, and the country, will require focusing on healthcare costs, access to care and better quality of care. Haley explained, “When we look at the growth of Medicaid and of health care costs in general, over the last 40 years, we’re seeing rises that we know we can’t sustain. It’s crystal clear it’s unsustainable and if we fail to fundamentally change the system, we will continue to have problems.”

Later, Keynote speaker and author David Goldhill, discussed his book, “Catastrophic Care_ How American Healthcare Killed My Father- And How We Can Fix It.” The book features a combination of analysis and personal anecdotes which challenge the reader’s understanding of the healthcare system and the cost of healthcare in America. In his speech, Goldhill asserted that the most effective cost reforms were made under the Reagan administration. Many of these reforms, Goldhill says, give healthcare providers the incentive to act quickly and economically. The innovators at the conference have been exploring potential solutions to these and other issues in healthcare. When we provide our cloud-based solutions to state governments, cost, effectiveness and quality of healthcare are always kept in mind.

With a partnership between the states of Michigan and Illinois, CNSI’s Medicaid Management Information System (MMIS) is projected to help the governments save millions, which can be reinvested to expand effective healthcare programs. What to Expect at MESC 2013

We are looking forward to attending the Medicaid Enterprise Systems Conference (MESC) in Charleston this year. The MESC brings together hundreds of thought leaders from the public and private sectors to share ideas related to Medicaid systems and initiatives.

We are looking forward to attending the Medicaid Enterprise Systems Conference (MESC) in Charleston this year. The MESC brings together hundreds of thought leaders from the public and private sectors to share ideas related to Medicaid systems and initiatives.

Our executive leadership will be in attendance and featured on several panels. Below are two of the panels on which CNSI officers will participate.

Accountable Care Organization (ACO): Supplying Data and Analytics to Drive Care Coordination, Accountability and Consumer Engagement (September 10, 9:15 a.m.)

CNSI Chief Medical Officer Stephen B. Walker, M.D. will take part on this panel, which focuses on identifying common data and analytics to evaluate ACO performance in reducing costs and improving the quality of healthcare. The goal of ACOs is to provide coordinated care to ensure that patients get timely treatment, while avoiding duplicating services and saving heath care dollars.

Care Management and Value Based Architecture for States (September 10, 3:00 p.m.)

Renee Bostick, Vice President of Health and Human Services at CNSI, will discuss care management technology on this panel. With three aims for “better health, better care and better costs,” panelists will focus on select care management capabilities that allow for seamless Medicaid enrollment and more efficient payment models. The panelists will also discuss the National Strategy for Quality Improvement in Health Care (National Quality Strategy), which aligns public and private interests to improve the quality of health care for Americans.

Aside from these panels, conference participants will be discussing ways to eliminate healthcare fraud, modernize Medicaid IT and leverage current technological assets to promote long-term sustainability of health information exchange models.

Taking Medicaid to the Cloud

This month, we announced an interstate partnership between Michigan and Illinois to develop a new platform that will reform their healthcare systems and save both states hundreds of millions of dollars. The Medicaid Management Information System (MMIS) “Medicaid as a Service” is an automated real-time platform that enables the states to efficiently share resources while following their individual federally mandated operating rules. While CNSI has worked with Michigan on similar reform initiatives, this first-of-its-kind partnership gives Illinois a modernized solution that will give its MMIS, which is more than 30 years old, a much- needed technological update. Illinois Chief Information Officer Sean Vinck says, “This new, innovative alliance will meet Illinois’ MMIS modernization needs in an efficient, swift and cost effective way. This venture is an advanced solution for Illinois that we hope will be a national model for interstate collaboration and systems modernization.”

A few of the platform’s highlights:

  • Positive 5-Year Outlook_ Estimates reveal this program will save the federal government and both states between 20 and 40 percent in operational costs over the next five years.
  • Bipartisan: Michigan Governor Rick Snyder (R) and Illinois Governor Pat Quinn (D) joined forces to save money for both states and provide a better, more efficient healthcare IT solution.
  • Reduces Fraud – the streamlined system ensures a dramatic reduction in Medicaid fraud and ensures compliance with federal standards.
  • With the introduction of new states to the cloud model, further cost reductions could be realized.
