Founded in 1994, CNSI has established strong domain expertise in prominent industries, including State Medicaid, Federal and State Health IT, and Government IT. We employ a world-class team of technologists, program managers, subject matter experts and business analysts, all of whom have experience with large scale mission-critical IT implementations. CNSI is headquartered in Rockville, Maryland and we are on site in nine cities worldwide, including at our Center for Technology and Innovation in Chennai, India, where we focus on the development of the latest technologies and processes.

  • Adnan Ahmed

    Adnan Ahmed


    Adnan Ahmed is co-founder and Co-President of CNSI. He is responsible for the overall health of the company and leads CNSI’s management with an emphasis on identifying new strategic markets and leveraging relationships with customers and partners. Under Ahmed’s direction, CNSI has experienced extensive growth in the healthcare and federal markets. Ahmed is credited for CNSI’s expansion into several new verticals, including the State Medicaid and CMS Medicare markets. Ahmed brings vast experience in federal government and strategic growth areas. Prior to founding CNSI, Ahmed started the federal product sales division for INET Inc.,a government systems integrator, growing it to $30 million in three years. Adnan Ahmed is a board member of the Tech Council of Maryland (TCM), The Organization of Pakistani American Entrepreneurs of North America and is an active supporter of The Citizens Foundation, USA (TCF-USA).

  • Jaytee Kanwal

    Jaytee Kanwal


    Jaytee Kanwal has more than 20 years of business operations and financial management experience. Mr. Kanwal is responsible for the leadership, management and vision necessary to ensure that CNSI has the proper operational controls, administrative and reporting procedures in place to ensure financial strength and operating efficiency. Mr. Kanwal manages all financial operations including treasury and cash management, risk and security management, financial analysis and modeling, financial reporting, financial budgeting and forecasting to achieve profitability, cash flow and business goals and objectives. In addition, he oversees the organizations legal and contractual initiatives, pricing and procurement, compliance, tax and audit.

    Mr. Kanwal’s experience with fast-growth companies proves invaluable as CNSI continues its impressive record of growth and profitability. Prior to founding CNSI, Mr. Kanwal managed the financial requirements of two private placement equity offerings for a $300M company, where he handled due diligence with research analysts, auditors and legal counsel.

  • Sharif Hussein

    Sharif Hussein

    Chief Strategy Officer and President of Health and Human Services

    Sharif Hussein brings 40 years of experience to CNSI, where as the Chief Strategy Officer and President of Health and Human Services, he works with the management team to set the company’s technology and business roadmap. Sharif has implemented and directed operations of the Medicaid Management Information System (MMIS) for the state of Michigan and the MMIS for the Utah Department of Health. In a partnership between the Michigan Department of Health and Human Services and the state of Illinois, he is leading the development, implementation and launch of CNSI’s next generation healthcare platform  evoBrix®– the nation’s first completely automated real-time and cloud-enabled MMIS. Sharif also managed the transformation from a HIPAA 4010 environment to HIPAA 5010 along with the remediation initiative of the system to become ICD-10 compliant by the federally mandated timeline. In his role as Senior Vice President of the Midwest Region, Sharif also directed the compliance efforts for the Affordable Care Act to ensure that the Michigan, Illinois and Utah systems were ready for enrolling dual Medicare/Medicaid eligible recipients.

    Sharif previously held senior leadership positions at BearingPoint, where he provided oversight, guidance and counsel to field offices in terms of tactics and approaches for identifying, targeting and executing business opportunities; and at Orascom Telecom, where he played a key role in defining the Corporate Sales and Marketing Strategy for the newly created telecommunication’s venture in Iraq and supporting the U.S. led provisional government. Sharif also previously served as President for CNSI’s International Division, where he was responsible for all international business development, marketing and project activities.

    Sharif is appointed to Michigan’s Middle Eastern Commission where he serves in an advisory capacity on Middle Eastern American Affairs. He received a Bachelor of Science degree in Business Management from the University of Maryland and has completed the Executive Leadership program at the Yale School of Management.

    CK Kumar

    Senior Vice President, Center for Technology & Innovation

    CK Kumar (CK) leads CNSI’s Center for Technology and Innovation based out of Chennai, India. As part of this responsibility, CK manages all development and maintenance of CNSI’s solutions and core products. Kumar joined CNSI in 2004 with more than twelve years of technical consulting and database administration experience in companies like SRA, Vector Consulting, Fannie Mae and Coopers & Lybrand / PWC, among others.

  • Arnold Morse

    Arnold Morse

    General Counsel and Chief Compliance Officer

    Arnold Morse comes to CNSI from CACI International Inc, where he served in a number of positions in contracts, subcontracts and legal during a 20+ year career, culminating in his role as Chief Legal Officer and Corporate Secretary. He held this position for 8+ years during CACI’s growth from $1B to $3.5B in revenue, while directing a 10 person legal department.  He also served as General Counsel and Corporate Secretary of The Orkand Corporation from 2001 – 2004, prior to its sale to The Harris Corporation.  Arnold earned his undergraduate degree at Union College in Schenectady, NY, and his JD at Boston College Law School.

  • Lawrence Sinnott

    Lawrence Sinnott

    Senior Vice President and Chief Financial Officer

    Larry Sinnott is responsible for CNSI’s financial operations, including treasury and cash management, risk and surety management, financial analysis and modeling, reporting, and budgeting & forecasting. Sinnott has more than 27 years’ experience in senior financial management in the government contracting and commercial business sectors. He comes to CNSI from Versar Inc. where he held various positions including CFO.

Doing more with less and consistently delivering “best value” is now more important than ever.

    CNSI’s Health and Human Services business was assessed at Capability Maturity Model Integration (CMMI) Institute Maturity Level 3 in 2017 by an independent appraiser. At this level, our processes are validated as “well characterized and understood, and are described in standards, procedures, tools, and methods.” With this certification our clients can be assured that CNSI is committed to operational excellence and exceeding our customers’ expectations. Many of CNSI’s clients, including the State of Michigan, State of Washington and The Centers for Medicare and Medicaid have benefited from CNSI’s process improvement initiatives.

    ITIL is a set of concepts and policies for managing IT infrastructure, development and operations. It is the project management profession’s leading global professional association, and as such, it administers a globally accepted and recognized, rigorous, examination-based, professional certification program of the highest caliber. CNSI’s project managers maintain various PMI credentials in project management.

    Microsoft Certified Partners are independent companies that provide the highest levels of technical expertise, strategic thinking, and hands-on skills for the implementation of Microsoft solutions. Microsoft Certified Partners encompass a broad range of expertise and vendor affiliations and their real world perspective can help prioritize and effectively deliver technology solutions.
